Spring Cloud Feign 整合 Sentinel 实现服务降级与熔断保护

启动 Sentinel Dashboard（默认端口为 8080）。
启动被调用服务 provider。
启动当前项目 feign。
浏览器访问：http://localhost:8380/index
停止 provider 服务，再次访问，即返回 fallback 内容：index-fallback。
